CISO. BUILDER. ALWAYS A STUDENT.

Bring me
the hard
problem.

I’m Jeff. I turn “how do we do this?” into a way forward.

You need someone who can see the business problem, make sense of the technology, and stay with it through delivery. I bring 25+ years of experience doing exactly that—as a security executive, a hands-on builder, and a teammate who gets involved.

01 / PUT ME IN THE ROOM

What are we
trying to solve?

Picture me on your team.
What would you want us to tackle first?

THE BUILDING MINDSET

Start with the outcome.
Then get my hands dirty.

You shouldn’t have to translate the same problem between strategy and engineering. I work across both: clarify the outcome, sort out the constraints, learn what’s unfamiliar, and get something useful into people’s hands.

  1. 01 Understand the real need
  2. 02 Learn, build, and test
  3. 03 Make it secure and operable

THE HIGH-STAKES MINDSET

Get clear.
Take responsibility.

When the stakes rise, I focus on what matters, who needs to be involved, and the next sound decision. Technical details matter. So do the people, the mission, and the consequences of getting it wrong.

  1. 01 Establish the facts and priorities
  2. 02 Bring the right people together
  3. 03 Act, communicate, and follow through

THE PRACTICAL AI MINDSET

Find the useful workflow.
Build around that.

I look for a real operational problem: manual reporting, repetitive work, or information that’s difficult to use. Then I explore how an LLM can help, what data it needs, and where people must stay in control.

  1. 01 Find the friction in the work
  2. 02 Build and evaluate a useful pilot
  3. 03 Put governance around its use

THE LEADERSHIP MINDSET

Understand the mission.
Help people deliver.

I can own the direction or roll up my sleeves alongside the team. I want people to understand the problem, ask good questions, and take ownership. My job is to connect the technical work to what the organization needs.

  1. 01 Give the work a clear purpose
  2. 02 Connect people and remove obstacles
  3. 03 Build capability and accountability

02 / TRUST, EARNED IN THE WORK

Trust is built
before it’s needed.

When senior generals needed to communicate during wartime, I was one of the people trusted to make it work.

I was hand-selected to support the commander of Ninth Air Force and U.S. Air Forces Central. I traveled worldwide, provided round-the-clock technical support, and kept senior leaders connected while their command center moved.

That responsibility taught me to prepare carefully, stay composed, and follow through. Today, your stakes may be a critical business system, a sensitive decision, or a team counting on you. I bring the same care to the people depending on my work.

WHAT THAT MEANS FOR YOUR TEAM

Clear advice. Steady judgment. Someone who stays with the problem.

I’ll tell you what I know, what I need to find out, and what I recommend we do next.

03 / THE WORK BEHIND THE WORDS

What I’ve built.
Why it matters.

A working application. Time back for a team.
A stronger operation. That’s the point.

01 / BUILD & DEPLOY

Give good ideas
a path to production.

Independently deployed GitHub Enterprise, created and administer its organizations, and established the development and deployment setup.

Under the hood

Repository governance, enterprise rulesets, role-based access, protected environments, approval gates, and security validation. Secure SDLC principles across architecture, development, testing, deployment, and operation.

02 / BUILD & DEPLOY

From a repository
to a running application.

Personally established hosting and production deployment capabilities, with live applications and delivery to Cloudflare and Azure.

Under the hood

Cloudflare Workers, Cloudflare Containers, and Azure App Service. Individual ownership from enterprise and organization setup through cloud deployment configuration, with executive accountability for secure delivery.

03 / AI & AUTOMATION

Make AI useful
to the people doing the work.

Built new IT workflows with LLMs and AI-enabled pilot applications for Republican National Committee use.

Under the hood

Built organizational AI capability from secure Microsoft Copilot adoption into applications and automation. Established governance for access, sensitive data, identity, human oversight, and secure deployment.

04 / AI & AUTOMATION

Better information.
Less manual reporting.

Designed and deployed Microsoft Foundry dashboards and automated reporting workflows to improve access to timely decision information.

Under the hood

AI automation across cybersecurity operations, technical analysis, business workflows, and executive decision support, connecting technical implementation with operational needs.

05 / LEAD & PROTECT

Make security
a business capability.

Matured a cybersecurity function into a formal Office of the CISO for an organization supporting 200+ employees and 222+ congressional campaigns.

What that involves

Enterprise risk, security strategy, executive reporting, architecture, resilience, and incident command. Partnering with Finance, Legal, vendors, and federal stakeholders when business operations and financial exposure intersect.

Executive leadershipIncident command
06 / GLOBAL OPERATIONS

Complexity at scale.
A mission to keep running.

Managed technology modernization across 19 countries and established secure executive communications standards across 23 global locations.

How I delivered

Led an eight-network transition to Cisco UCS FlexPod. Created 17 security response procedures adopted by network operations teams around the world. Directed a $2.5M modernization effort that reduced server footprint by 65%.

U.S. Air ForceInfrastructure
07 / AUTOMATION · 2013

Find the repeated work.
Build a better way.

Designed a vulnerability-mitigation program that automated updates across 300 systems, saving 200 work hours a year.

Before the current AI wave

I also built inventory software to remotely track 236 video-conferencing devices. The tools have changed; finding practical ways to reduce manual work has been a consistent part of my career.

300 systems200 hours saved annually
08 / RESOURCE ACCOUNTABILITY

Trust includes the resources
people put in your hands.

Oversaw an $11.7M IT services contract covering 43 contractors and five locations as the government’s sole contract representative.

More than a technical role

At Defense Media Activity, I also led a 10-person IT team supporting 1,300 people and was accountable for more than $20M in technology assets. The responsibility extended beyond the systems to the people, vendors, and resources behind them.

04 / WORKING WITH ME

Own the problem.
Learn what it takes.
Find a way.

That’s the mindset I bring, whether I’m supporting your team or leading it.

What happens when I don’t know something?

I dig in, learn quickly, and put it to work. When my team needed expertise in internet-based phone systems, I completed a 16-hour course and applied it directly to testing. On another project, I learned a vendor’s networking platform and wrote a security configuration that passed inspection with zero findings. Learning is most useful when it helps us deliver.

Will I tell you “no”?

My first question is “What are you trying to accomplish?” If one route is too risky or impractical, I look for another. You’ll get an honest assessment of the tradeoffs and a recommendation—not a dead end disguised as technical advice.

Am I a leader or a hands-on technical person?

Both. I advise executives on risk and investment, and I personally build and administer technology. I can work through the business decision, understand the engineering, and take responsibility for the result.

What can your team expect from me?

Someone who asks questions, shares what he learns, and does the work alongside you. I take the responsibility seriously without needing to have every answer on day one. I want the people around me to grow more capable, and I’m just as willing to learn from them.

05 / THE PERSON BEHIND THE WORK

Family man.
Lifelong learner.
Still curious.

Based in Pasadena, Maryland.

I care about being someone people can count on.

I’m a family man. I value working hard, keeping people’s trust, and figuring things out. Those values carry into the way I work: take the responsibility seriously, keep learning, and stay with the problem.

I also enjoy helping others discover what they can do. As a CyberPatriot coach and mentor, I helped 36 students build their cybersecurity skills. I also organized an elementary-school science expedition for 65 children.

After more than 25 years in technology, I still want to know how things work—and what else we could make them do. The learning hasn’t slowed down. The problems have just become more interesting.

Tell me what you’re working on
